IMMIGRATION REFORM BILL ON THE WAY...


For all those who have been screaming about immigration reform - it appears that legislation is just around the corner although it may not be precisely what you hoped for.

Homeland Security Secretary Janet Napolitano has unveiled the Obama administration's plan to reform immigration. Key among the proposals are rules that would allow the current undocumented population to stay in the United States, provided they take a number of steps like learning English and paying back taxes, according to published reports.



"The hope is that when we get into the first part of 2010, that we will see legislation begin to move," Napolitano said, according to The Los Angeles Times.


"An immigration reform bill that includes citizenship for undocumented immigrants is expected to be filed in the House as early as next month by Rep. Luis Gutierrez, D-Ill. Sen. Chuck Schumer, D-N.Y., said he will file a bill in the Senate early next year," The San Antonio Express-News. "He favors a citizenship plan, but also wants increased border security measures."


Napolitano made the announcement during a Friday speech to the Center for American Progress, a liberal think tank.


Under the administration's proposed rules, in order to become a citizen an undocumented person must register with the government, undergo a criminal background check, pay all back taxes and fees and learn to speak English.


The Homeland Security secretary called the process a "tough path" to becoming a U.S. citizen, but credited it as a system of immigration "that works." She added that President Obama had personally asked her to take point on this issue.


"[In] order to have fully effective law enforcement, we need Congress to create the legal foundation for bringing the millions of illegal immigrants in this country out of the shadows, require them to register and pay all taxes they owe, and enforce the penalties that they will have to pay as part of earning legal status," Napolitano added. "Let me emphasize this: we will never have fully effective law enforcement or national security as long as so many millions remain in the shadows."

The undocumented immigrant community is roughly 10 million strong in the United States, the Pew Hispanic Center estimates [PDF link]. The study found that while a vast majority of immigration from Mexico is illegal, Mexicans make up just 57 percent of the total undocumented population. Pew also noted that some 1.7 million of that population are under the age of 18.

Napolitano said the government's progress in shoring up the border with Mexico and enforcing laws at the workplace meant that more Americans and more lawmakers would support an overhaul of laws than during the last effort, in 2007.


Critics responded that immigration reform was code for a blanket amnesty, and that the strides Napolitano cited in enforcement were overstated.



They also said that economic turbulence, with 10.2% unemployment, meant the timing was bad for an effort to legalize undocumented workers.


"The substance of her case is divorced from the reality of America's economy today," said Dan Stein, president of the Federation for American Immigration Reform, which opposes creating a path to citizenship for illegal immigrants. "The arguments against amnesty are far stronger today than they were in 2007. You have a much tighter job market."

Napolitano pointed to improved border security as the strongest argument for immigration reform's better chances. Since 2007, more than 600 miles of border fence have been built in the Southwest, and there are now more than 20,000 patrol officers guarding the nation's southern boundary, she said.

  3. It all boils down to trust. I don't see how the government is going to be any more successful in enforcing a law like this considering they don't enforce the laws currently on the books.

    It's lip service towards reform and yes--it is blanket amnesty.

    Would we expect anything less from the current song-and-dance-man occupying the office of President?

    Not that the Republicans did any better with this issue.

    I never thought I would say this, but I sure do miss the days of Bill Clinton. He governed from the center. Actually, the two best Presidents in my lifetime have been Reagan and Clinton.

    BTW- This bill does nothing to solve the future problems we will continue to have with this out-of-control illegal immigration problem that we have.

    If you had stayed awake in history class you would have learned how we actually undertook the task of deporting illegals--more than once btw. It has been done before. You were probably in elementary school when Dwight D. Eisenhower deported a bunch of illegals (trains, planes and busses were used btw).

    And to the anonymous poster who wonders if I'm that dense - maybe so. I think what I am trying to say here is that first we have to be able to identify those who are illegal.

    Estimates of the number of those here illegally run from 7 to 40 million - with the 40 million probably being closer to the real figure. Do you honestly believe that the government could find all of those people and send them back?

    Is offering them an opportunity to become tax-paying, American citizens the answer? I don't know - but, I think not. The last time an amnesty bill was discussed, part of the problem was that they would have to return to their country and apply - that was an absolute bust as we all knew it would be.

    No, identification would not be a problem--it's the will to do so (which the government lacks).

    The short answer to your question of wether we could send them back is of course yes. As I have said before it has been done numerous times in the past.

    I keep hearing this particular "well, we don't have the ability to enforce the law," for waaay too long concerning this issue. Of course if we had a government that was willing to do the will of the people that this problem could be addressed with success. The banker oligarchy that has a stranglehold on this nation (and who has been robbing us blind in broad daylight with the bailouts) are the ones dictating our immigration policy.

    Yes, 40 million could be deported after identification.

  22. Require all landlords to keep a file of all tenants government ID or drivers license and make it illegal to rent to those who jumped the line to legally live in the United States. We only want the best and brightest here anyway. It is counterproductive to import welfare cases.

    And that is a bunch of crap when you hear that Americans are too lazy to do the jobs these Mexicans do.

    AND we could also to this totally crazy thing..... actually enforce the laws on the books and not allow employers to hire illegals.

    No where to live and no where to work will = having to go home on their own.

    Some boarder towns would economically crash but the problem would be solved.

    I think enforcing the laws, holding employers accountable for hiring undocumented workers, etc. could go a long way toward solving the problem. Tighter borders have to implemented - that's a given.

    I would be completely satisfied with the situation (willing to do amnesty for the illegals already here) with the caveat that a real fence/wall was built along our entire border with adaquate augmentation of border personel. We wouldn't need as much personel if we actually had a real fence.

    I'm about as anti Big Brother as they come but don't see any harm in landlords like myself helping out in eliminating illegals. Afterall, we are business owners just like employers.

    BUT, maybe you're right on this. I think I had a bad idea there. Give em an inch and they will take a mile. The next thing you know the dirty bastards won't just be saying you can't rent to illegals but will have a long list of other undesirables as well. Such as radical right or left wing extremists. (Almost everyone on this site)
